Pursuers of mutual-destruction have themselves to blame
who must be punished strictly according to law to embody the rule of law
包括现任及前任立法会议员等在内的七名揽炒派政客昨日被捕,标志着所谓“议会战线”走入死胡同,乌烟瘴气的立法会迎来拨乱反正的曙光。
被捕者中,胡志伟、黄碧云、张超雄、尹兆坚是现任议员,朱凯廸及陈志全是前任议员,郭永健则是工党主席。他们被控於今年5月8日立法会内务委员会中,触犯《立法会(权力及特权)条例》有关“藐视罪”及“干预立法会人员罪”。上述罪名最高可判监一年及罚款一万元。所有被告将於本周四提堂。
5月8日立法会内会发生的混乱一幕,市民记忆犹新。公民党郭荣铿利用临时主持内会之机,与其他揽炒派“扯猫尾”,导致内会迟迟无法选出主席,瘫痪大半年时间,引起极大民愤,港澳办及中联办亦在忍无可忍之下出声谴责。其后建制派根据议事规则及法律意见,推举李慧琼续任主席。揽炒派“勇武”上身,衝击主席台并演出“全武行”,现场混乱不堪兼有人受伤。而这荒唐的一幕正是立法会近年沦为“鬥兽场”的缩影,也是揽炒派诸多劣行的冰山一角。
去年黑暴爆发后,立法会亦沦为揽炒的战场。揽炒派仗着外部势力撑腰,与黑衣暴徒互称“手足”,沆瀣一气,标榜“不分化、不切割、不笃灰”及“和勇不分”,并公然在暴乱现场为暴徒撑腰打气及打掩护,千方百计阻挠警方执法。当“街头战线”因警方打击及疫情影响而走向式微之际,“议会战线”成为延续黑暴的主战场。揽炒派企图通过选举抢夺立法会过半席位,实现夺权“三部曲”及“颜色革命”,这就是立法会乱象变本加厉的大背景。
立法会是特区建制的重要组成部分,议员肩负维护香港宪制秩序的责任。但在揽炒派操弄下,立法会寸步难行,一些人不以建设香港为己任,反而以摧毁香港为职志。他们披着议员的外衣,幹着暴徒勾当;拿着政府的俸禄,做尽反政府恶行。而他们身为议员却无所不用其极地破坏立法会运作,知法犯法更是罪加一等。
疫情之下,立法会选举延期,包括此次被捕政棍在内的多名被DQ揽炒派议员得以延任一年,这本来是他们洗心革面、改过自新的机会。但是,揽炒派无视全社会希望重启经济、改善民生的普遍愿望,继续与民为敌,疯狂“拉布”意图瘫痪立法会。他们悖逆了效忠特区及拥护基本法的誓言,完全丧失了公职人员应有的责任及品格。以往特区政府以及立法会秘书处太过容忍,有法律而未用,但在港人根本利益受到危害之时,市民支持果断依法办事。
犯法就是犯法,犯法就必须承担责任,议员身份绝不是违法乱纪的免罪金牌,这绝不是什麼“滥捕”、“政治打压”,而是“法律面前人人平等”的应有之义。七名政棍被捕,即将受审,提升了市民对立法会恢复应有功能和角色的信心,市民期待法庭能依法惩处,以彰法治! 2020-11-02
Seven politicians pursuing mutual-destruction
including incumbent and former members of the Legislative Council (Legco) were arrested yesterday. This marks the so-called "Council Frontline" has come to a dead end and a frenetic and chaotic Legco now sees a ray of hope of clarifying confusion and bringing things back to order.
Among the arrestees, Wu Chi-wai, Helena Wong Pik-wan, Fernando Cheung Chiu-hung and Andrew Wan Siu-kin are incumbent Legco members while Eddie Chu Hoi-dick and Raymond Chan Chi-chuen former ones, and Steven Kwok Wing-kin is the chairman of the Labour Party. They were accused of acts of contempt and/or interference with Legco officers under the Legislative Council (Powers and Privileges) Ordinance in a Legco House Committee meeting on May 8. If convicted, they face up to 12 months in jail and fines of up to $10,000. Their cases will appear in court for trial on Thursday.
The mayhem in the Legco House Committee meeting on May 8 is still fresh in people's memory. Dennis Kwok Wing-hang of the Civic Party had taken the opportunity of temporarily presiding over the committee meetings to work hand in glove with other mutual-destruction pursuers to block the election of the chairman of the House Committee and paralyse the committee for over half a year. This had provoked great public anger. And, unable to stick it out any longer, the Hong Kong and Macao Affairs Office [of the State Council] and the Liaison Office of the Central People's Government in the Hong Kong SAR had also spoken out in condemnation of it. Thereafter, pro-establishment lawmakers, following the Rules of Procedure of the Legco and legal advice, recommended Starry Lee Wai-king to be re-appointed as the chairperson. Those Legco members pursuing mutual-destruction turned to become so "valiant" that they brutally assaulted the rostrum and got into a free-for-all fight. The meeting venue was in utter disorder with some people being injured. Yet this absurd scene is just an epitome of the Legco having been reduced to something like the Colosseum in recent years. And it is just the tip of the iceberg of evildoings by these pursuers of mutual-destruction.
After riots by black-clad mobsters broke out last year, the Legco was also reduced to a battle field. Those Legco members pursuing mutual-destruction with support from outside forces colluded with the black-clad rioters, calling each other "brothers/sisters in arms." They made a display of "no fomenting of splits, no severing of ties and no snitching" as well as "no differentiation between peaceful and valiant protesters", and blatantly went to riot hotpots to lend support, cheer up and provide cover for the rioting thugs, racking their brains to obstruct law-enforcing police officers. Now as the "Street Frontline" is declining due to police crackdown and the impact of the [Covid-19] epidemic, the "Council Frontline" becomes the main battel field for them to prolong the "black terror". The pursuers of mutual-destruction attempt to grab over half of the Legco seats through elections to carry out their "three-step" plan of seizing power through a "colour revolution". This is the overall background against which the chaos in the Legco goes from bad to worse.
The Legco is an important component part of the SAR establishment, and its members bear the responsibility of safeguarding Hong Kong's constitutional order. Yet, manipulated by the pursuers of mutual-destruction, it could hardly move a single step. Some people do not regard constructing Hong Kong as their own responsibility but instead take destroying Hong Kong as their mission. They do the nasty business of thugs under the cloak of lawmakers. They receive pays from the government but do all kinds of evildoings to the government. They are legislators but go to any lengths to jeopardise the operation of the legislature. Knowing the law but breaking it, they are doubly guilty.
Amid the epidemic situation, the Legco General Election is postponed. As a result, several otherwise disqualified legislators pursuing mutual-destruction – including the just-arrested political thugs - were given the chance to stay for another year. This provided an opportunity for them to turn over a new leaf and start off with a clean slate. Nevertheless, they ignore the general aspiration in whole society to restart the economy and improve people's livelihood, but choose to remain an enemy of the people by madly conducting filibusters in an attempt to bring the Legco to a standstill. They have broken their oaths to swear allegiance to the HKSAR and uphold the Basic Law and as such completely lost the due sense of responsibility and integrity a public servant should have. In the past, the SAR Government and the Legco Secretariat were too tolerant to enforce effective laws. But when Hong Kong people's fundamental interests are in jeopardy, they support doing thing decisively according to laws.
Law breaking is law breaking, and whoever does it must take the blame. The status of being a Legco member provides no legal immunity. This is by no means "indiscriminate arrest" or "political suppression" but an integral part of "all being equal before the law." The fact that the seven political thugs were arrested and are to face trial boosts public confidence in the Legco to restore its due functions and resume its due role. Citizens anticipate the court to deal with them in accordance with the law to embody the rule of law!
