中英社评/立法会迎来新格局 建制派任重道远

  香港国安法的实施遏制了“港独”气焰,全国人大常委会就香港立法会议员资格问题作出决定,则粉碎了所谓“议会战线”,随着四名揽炒派政客即时丧失议员资格,另外十五名揽炒派议员集体捆绑“闹辞”,现在立法会的议员绝大多数是建设力量,这是“爱国者”主体治港在立法会的体现。立法会站上新起点,迎来新格局,相信建制派议员一定能更好地履职尽责,展示新形象、新作风。

  立法会内委会及财委会昨日开会,这是揽炒派“闹辞”之后首次举行会议,两个会议均顺利举行,让人耳目一新。“一国两制”之下,立法会应以建设力量为主,但也容忍忠诚的反对派,代表各方意见,监督政府施政。根据议事规则,议员对政府议案及拨款申请可以支持,也可以反对,甚至可以“吹毛求疵”,目的只有一个,就是让政府的施政变得更好,更符合公众的利益,但绝对不可以利用制度漏洞,无底线地拉布及製造流会,以达到瘫痪议会、阻挠政府施政甚至颠覆政府的邪恶图谋。

  昨日的立法会会议顺利进行是一个良好的开始,情况令人鼓舞。同日,还有一个小组委员会会议流会,原因是,委员会成员多为揽炒派,建制派议员只有一位,揽炒派“闹辞”造成了人数不足。揽炒派曾无差别成立许多委员会,并抢着做主席,如今却为了“揽炒”而甩手不幹,根本是不负责任。揽炒派声言“齐上齐落”,事实上却是“七零八落”,至昨日仅有两名揽炒派真正辞职,另外十三人辞职需待到十二月一日才生效,理应继续履职至十二月一日,但这些人收了人工却不返工,如此工作态度,做一般打工仔尚且不合格,何况是做议员。

  但换一个角度看,揽炒派捆绑离去,未尝不是一件好事。拉布流会成为绝响,立法会恢复本来面目,可以说是回归二十多年来,反对派所做的唯一正确的事。连日来,广大市民踊跃通过街头签字及网上联署支持人大常委会的决定,足见民心所向。

  正如港澳办在声明中指出,部分反对派议员的辞职闹剧不会对立法会正常运作产生影响,立法会减少了一些捣乱破坏的力量,只会更好地发挥建设性作用。希望留任的议员依法履职,在防控疫情、复甦经济、纾解民困等方面更加积极有为,更有效地审议通过广大市民关注的民生福祉方面的政策措施,与社会各界一道齐心协力,维护国家安全,维护香港的整体利益,维护香港的长期繁荣稳定,从而为“一国两制”实践行稳致远发挥应有的作用。

  尔曹身与名俱灭,不废江河万古流。揽炒派绝望“自炒”,人大常委会的决定为立法会回归正轨扫清障碍,建制派议员可以更好地发挥建设性力量,而留任的反对派议员则应扮演忠诚的反对派角色,如此则相得益彰。一个风清气正的立法会,一个有所作为的立法会,符合香港利益,符合国家利益,令人充满期待。

  Legco ushers in a new pattern with pro-establishment camp to carry heavy responsibilities through thick and thin

  While the enforcement of the HKSAR National Security Law [the Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region] curbs the arrogance of the advocates for Hong Kong independence, the decision of the Standing Committee of the National People's Congress (NPC) on the qualification of members of the Legislative Council (Legco) of the HKSAR smashes the so-called "Council Frontline."  With four politicians from the pro-mutual-destruction camp being disqualified with immediate effect and another 15 from the same camp jointly performing a "resignation farce" to kick up a big fuss, the remaining lawmakers now are mostly from the pro-establishment camp. This is the embodiment in the legislature of [the principle of] "Hong Kong people governing Hong Kong with patriots as the main body".The Legco now stands at a new starting point, ushering in a new patter. It is believed the pro-establishment lawmakers will be able to better fulfill their duties, to present a new image and to demonstrate a new work style.

  Legco's House Committee and Finance Committee held their meetings yesterday. These were meetings held the first time after the "farcical resignation" by the pro-mutual-destruction members. Both meetings went on smoothly, giving the public a breath of fresh air. Under "one country two systems", the Legco must be based on constructive forces while also tolerate the loyal opposition. In this way it can represents various sectors to supervise the government. According to its Rules of Procedure, Legco members may support, oppose or even "pick holes in" any motion or funding proposal filed by the government. But all this should be done with only one aim, which is to enable the government to improve its administration and to better serve public interests.  It is absolutely not allowed to make use of loopholes in the system to do filibustering endlessly and cause meetings to be aborted without limit in an evil attempt to paralyse the legislature, impede the government's administration or even overthrow the government.

  The smooth going of the Legco meetings yesterday is a good start which is inspiring. On the same day, a subcommittee meeting had to be aborted because the majority of its members are from the pro-mutual-destruction camp with only one from the pro-establishment camp. The "farcical resignation" by pro-mutual-destruction members thus resulted in a lack of quorum. Legco members from the pro-mutual-destruction camp have indiscriminately set up a lot of subcommittees and jostled for their chairmanships. Now they chuck it all in for the purpose of seeking mutual-destruction, which is completely irresponsible. They proclaim that they would "act in unison" but in fact they are "in a state of disarray". As of yesterday, only two of them have actually resigned.  The other 13 won't quit until December 1, and logically they should continue fulfilling their duties until then. But they do not go to work while still receiving pay. With such an attitude toward work, even an ordinary employee will surely be disqualified, let alone a lawmaker.  

  Yet from another perspective, the collective resignation by legislators from the pro-mutual-destruction camp may not be a bad thing. This puts an end to filibustering and abortion of meetings once and for all, and restores the Legco to what it should be in the first place. This could be said the only right thing the opposition has ever done in the past more than two decades since Hong Kong's return to the Motherland. These days, many citizens enthusiastically show their support to the decision of the NPC Standing Committee through street and online signing petitions, an evidence of the common aspiration of the people.

  As pointed out by the Hong Kong and Macao Affairs Office [of the State Council] in a statement, the farcical resignation by certain opposition lawmakers won't affect the normal operation of the Legco, which will instead be able to better play a constructive role with a significant weakening of the destructive power within. Lawmakers remaining in office are hoped to fulfill their duties according to the law, to be more proactive in epidemic prevention and control, economic recovery and alleviating people's hardship, to more efficiently scrutinise and pass policies and measures of public concern regarding people's livelihood and benefits, and to join hands and work together with various social sectors in safeguarding national security, safeguarding Hong Kong's overall interests and safeguarding Hong Kong's long-term prosperity and stability, so as to play their due role in ensuring the smooth and long-term successful practice of the "one country, two systems" policy.

  "The bodies and souls of people like you will fall into decay eventually, but it will not stop the rivers flowing for all eternity." Desperate as they are, pro-mutual-destruction Legco members now opt for "self-destruction".  The NPC Standing Committee's decision has swept away all the obstacles for the Legco to get back on track. Pro-establishment lawmakers now can better play a constructive role, and the opposition lawmakers remaining in office should play the part of loyal opposition. In this way they can complement each other. It is in Hong Kong's interest and in the nation's interest to have an upright and righteous legislature that is opt to do something to make a difference. For this, the public is full of expectations.
