安全是发展的前提，发展是安全的保障。香港实现“由乱到治”，正进入“由治及兴”的关键时期，需要进一步完善维护国家安全的制度机制，进一步提高国安意识，唯其如此，才能在错综复杂的国际环境中从容应对一切挑战，有效防范外部势力对香港的干预和破坏，真正实现长治久安。

　　美国国务卿布林肯日前发表对华战略演说，罔顾事实，颠倒是非，渲染“中国威胁论”，扬言通过拉帮结派式的“结盟”来“塑造中国周围的战略环境”，就是企图通过拼凑亚洲版“北约”阻挠中国发展，剥夺中国人追求美好生活的权利。美国美其名曰“不寻求冲突或新冷战”，其实布林肯演说是针对中国发起全面遏制行动的宣言。正如外交部长王毅所指出，美国对华战略抱持冷战思维，沿袭霸权逻辑，推行集团政治，完全是逆历史潮流而动，只会引发冲突对抗，分裂国际社会。

　　美国实际上已成为动摇现今国际秩序的乱源。外交部发言人华春莹近日连发11组推文，逐一回击布林肯的讲话，例如布林肯声称美国“捍卫国际法”、“维护和平和安全”，实际上二战后全球发生的八成武装冲突都是由美国发起，仅在中东三国发动的战争就造成数十万人死亡；再如布林肯声称美国不会阻止中国发挥大国作用，但美国加强“五眼联盟”，组建“美英澳三边安全伙伴关系”，兜售“四方安全对话”，哪一个不是冲着中国而来？

　　最可笑的是，布林肯声称美国“并不寻求阻止中国发展经济或推进其人民的利益”，但如果这是真的，为何对华发动贸易战，至今还未取消对华关税？为何不遗余力地打压中国高科技企业？为何在涉台、涉港、涉藏等议题散布各种子虚乌有的谎言、来剥夺中国人民和企业的发展权利？

　　中国的发展目标非常清晰，就是要让全体中国人民都过上好日子。中国不怕竞争，但希望是公平竞争。美国出于霸权衰落的焦虑，臆想出一个“充满威胁的中国”，意图“合理化”其针对中国的各种打压围堵，作为国际金融中心的香港自然成为其“一张牌”。从回归后的风风雨雨，到修例风波爆发，再到黎智英肆无忌惮地叫嚣“为美国而战”，足见美国所谓的“支持香港”全部是彻头彻尾的谎言。美国近年来赤裸裸制裁香港，巴不得“香港完蛋”，已是路人皆知。

　　美国的一系列恶行，让港人更加明白维护国家安全的重要性。修例风波之后，中央为香港制定国安法，香港社会得以重回正轨，香港国际金融中心地位也不断强化。昨日财政司司长陈茂波引述数据指出，两年来，香港新股集资额达6500亿元，较之前同一时期增加三成；港股每日交易量达1500亿元，较之前增加六成；资产和财富管理总值增加两成，本港银行存款总额也增加了一成，等等。香港的发展更胜往昔！

　　事实胜于雄辩，谁真心关爱香港，谁在千方百计破坏香港，已是一目了然。未来美西方不会停止操弄涉港议题，不会停止对香港的破坏，香港必须要有看清形势的冷静头脑，以及把握好大方向的定力，坚定地和国家站在一起。我们坚信，香港有中央的坚定支持，有国家作为坚强后盾，在进一步完善维护国家安全的制度机制后，一定能战胜一切挑战，谱写良政善治新篇章。

The U.S. is unwilling to give up its anti-China campaign so we must not relax our effort in safeguarding national security

　　Security is the pre-condition for development, while development offers protection to security. Having halted chaos and restored order, Hong Kong is entering the crucial period of progressing from stability to prosperity and needs to further improve the system and mechanisms of safeguarding national security and further heighten Hong Kong people's national security awareness. Only in this way can Hong Kong calmly cope with all kinds of challenges in a complicated international environment.

　　U.S. Secretary of State Antony J. Blinken earlier delivers a speech to outline Washington's policy toward China, in which he flew in the face of known facts and reversed right and wrong. He played up the "China Threat Theory" and spread the word that the U.S. would align its efforts with its network of allies and partners to "shape the strategic environment" around China. In other words, the U.S. attempts to scrape together its allies to form an Asia-version NATO to block China's development and deprive the Chinese people of their right to seek a happy life. The U.S. nicely talks about "not looking for conflict or a new Cold War", yet Blinken's speech is a declaration to launch an all-out campaign to contain China. As Foreign Minister Wang Yi points out, in formulating its China policy, Washington's obsession with the Cold War mentality, as well as its push for the logic of hegemony and bloc politics, completely goes against the trend of history, which will only lead to confrontation and split the international community.

　　The US has in fact become a source of turbulence that undermines the current world order. Chinese Foreign Ministry spokesperson Hua Chunying days ago posted on Twitter an 11-point rebuttal to Blinken's speech on China. For instance, Blinken said the US will defend the international law...maintain peace and security. But more than 80 per cent of post-WWII (World War II) armed conflicts were initiated by the US. Just the war it launched in the three Middle East countries alone caused tens of thousands deaths. Another examples, Blinken said the US doesn't seek to block China from its role as a major power. But the U.S. has been strengthening the Five Eyes, putting together AUKUS [Australia-UK-US alliance] and peddling QUAD [the Quadrilateral Security Dialogue between Australia, India, Japan, and the United States]. Whichever of these is not targeting at China?

　　The most laughable is that while Blinken said the "US doesn't seek to block China…from growing its economy or advancing the interests of its people", if so, why hasn't the US removed the tariffs? Why spare no efforts to suppress Chinese high-tech firms? Why spread Taiwan-, Hong Kong- and Xinjiang-related lies to deprive Chinese people and companies of the right to develop?

　　China's goal for development is clear-cut. That is to let all Chinese people make a good living. China fears no competition but hopes for fair competition. The U.S., out of its anxiety about the decline of its hegemony, has fabricated a "China full of threats" in an attempt to "rationalise" its various actions to suppress and contain China. Hong Kong as an international financial hub logically become one of its cards. From troubles and disturbances since Hong Kong's return to the Motherland, to the outbreak of the Anti-Extradition Law Amendment Bill Turmoil, to Jimmy Lai Chee-ying's unscrupulous call for "fighting for the United States", it can well be seen that Washington's co-called "support for Hong Kong" is a complete and utter lie. It is known to everyone that the U.S. imposes sanctions on Hong Kong, anxiously looking forward to the demise of Hong Kong.

　　Uncle Sam's evildoings let Hong Kong people better understand the importance of safeguarding national security. After the Anti-Extradition Law Amendment Bill Turmoil, the Central Government has legislated a national security law for Hong Kong, paving the way for Hong Kong to come back to the right track and strengthen its status as an international financial centre. Financial Secretary Paul Chan Mo-po yesterday quoted statistics to point out that, in the past two years, funds raised in Hong Kong exceeded $650 billion, accounting for an increase of over 30 per cent from the same period [before the enactment of the national security law]; the average daily turnover in the local stock market also jumped almost 60 percent; total value of asset and wealth management increased 20 per cent; and the total deposits in Hong Kong's banking system also were ten per cent higher than previously, and so on. Hong Kong's development is better than ever.

　　Facts speak louder than words.　　Anyone can see with half an eye who genuinely cares about Hong Kong and who wracks their brains to ruin Hong Kong. In time to come, the U.S. and West will keep manipulating Hong Kong-related issues and won't stop their moves to ruin Hong Kong. We must keep our wits about the situation and stand fast to see clearly and follow the general orientation, firmly standing together with our nation. It is believed that with the Central Government's strong support, with the country as out strong backing, after further improving the system and mechanisms for safeguarding national security, Hong Kong is bound to beat all kinds of challenges and write a new chapter for good governance.
