中英社评/最是一年好光景 由治及兴开新篇

  今年七月一日具有特殊意义,习主席视察香港满一周年,香港回归祖国二十六周年,同时也是新一届特区政府上任一周年。过去的一年是香港战胜疫情、全面复常一年,也是由治及兴开新篇的一年,特区政府治理能力得到强化,香港高质量发展生机勃勃,共建大湾区提速,国家安全防线不断强化,市民的幸福感、获得感有所提升。正如行政长官李家超所指出,当前香港千帆并举,社会充满希望、团结、活力。

  七一临近,李家超接受大公报记者专访,检视过去一年的工作。他表示,新一届特区政府按照习主席去年七月一日出席香港回归二十五周年庆典发表的重要讲话,制定施政蓝图,全力落实“四个必须”和“四点希望”,香港社会出现了令人鼓舞的新风貌、新气象。

  首先体现在治理体系和机制的建设上。特区政府施政“以结果为目标”,团队“提质、提量、提效”,全力为民办实事;通过前厅交流会、特首答问大会,行政立法密切合作,议政新风令人耳目一新;特区政府成立“融入国家发展大局督导组”,提升了香港融入国家发展大局、共建大湾区的主动性、积极性。特区政府还与广东省及深圳市政府成立专班,按不同议题沟通协作,跨境合作结出纍纍硕果。

  特区政府在推动高质量发展方面,同样令人眼前一亮。在新一份施政报告中,李家超推出抢企业、抢人才大计,短短数月就收到效果,为香港引入约2000名来自不同地方的尖端科研人才,大学的招揽人才计划也吸引全球约400名精英加盟。科技园在一年内有320家企业进驻,按年增加三成,其中不乏独角兽企业。特区政府还推出创科发展蓝图,在为科学园和数码港两大科研支柱进一步扩容的基础上,推出新田科技城规划,对重点企业和人才落户香港更有吸引力。特区政府还大手笔成立100亿元的“产学研1+计划”,资助科研成果落地,进而商品化。这些大胆进取具前瞻性的举措,为香港高质量发展提供更大的动能。

  在改善民生方面,特区政府勇于破难而进。如果说,通过推动北部都会区和东大屿填海工程两大计划,困扰香港多年的“地从何来”基本上有了答案,那么特区政府推动“简约公屋”计划,则可短期见效,因此受到基层市民的欢迎。在交通、电力等公共设施加价方面,特区政府坚持以民为本,尽量减轻市民的负担;在提振经济等方面,特区政府也不断推出新猷,特别是再度推出电子消费券,既刺激消费、振兴市道,也促进了智慧城市的发展。

  过去一年是不平凡的一年,特区政府团结香港社会各界克服重重困难,在各方面取得了可喜的成绩,市民有目共睹。同时也要看到,香港社会多年来积存下来的深层次矛盾和问题依然严峻,各种痛点、难点问题有待进一步化解,既得利益的藩篱需要进一步打破,香港融入国家发展大局需要进一步加快,香港社会维护国家安全意识需要进一步加强,市民对特区政府施政水平也有了更高的期待,由治及兴,任重道远。

  展望未来,特区政府要按照习主席提出的四点希望,继续提高治理水平,不断增强发展动能,切实排解民生忧难,共同维护和谐稳定,开创发展新局面,为“一国两制”实践行稳致远作出新贡献。

A new chapter of advancing to prosperity opens in the best time of the year

The 1st of July of this year has special significance. It marks the first anniversary of President Xi Jinping's inspection visit to Hong Kong, the 26th anniversary of Hong Kong's return to the Motherland, and the first anniversary of the new-term SAR Government taking office. The past year is a year that has witnessed Hong Kong's success in fighting against the epidemic and resuming normal life, and also a year that has ushered in a new chapter of advancing to prosperity. In the past year, the SAR Government has enhanced its governance capability, high-quality development in Hong Kong has become full of vigour, joint development of the Greater Bay Area has sped up, a line of defence for national security has been strengthened unceasingly, and citizens' sense of happiness and sense of gain have been heightened to some degree. As Chief Executive John Lee Ka-chiu pointed out, in today's Hong Kong, "a thousand boats are in full sail" and whole society is full of hope, solidarity and vitality.

With the 1st of July approaching, John Lee gave Ta Kung Pao an exclusive interview about the government work in the past year. He said that the new-term government has followed President Xi's important speech at the meeting celebrating the 25th anniversary of Hong Kong's return to the Motherland on the 1st of July of last year and drawn its governance blueprint to do its best to put into practice the "four musts" and "four hopes", and Hong Kong society has taken on a new look amid a new atmosphere.

Firstly, this is seen in the building of the governance system and mechanisms. The SAR Government's governance takes a result-oriented approach and its team enhances "quality, quantity and efficiency" and does its best to deliver solid outcomes when dealing with affairs concerning the public. Through Ante Chamber Exchange Sessions and the CE's Question and Answer Sessions, the executive authorities and legislature cooperate closely, and such a new style of participation in policy discussion is quite refreshing. The SAR Government has set up a Steering Group on Integration into National Development, heightening Hong Kong's initiative and enthusiasm in integrating itself into the overall development of our country and joint development of the Greater Bay Area. The SAR Government has also set up special task forces with Guangdong Provincial and Shenzhen Municipal Governments to deal with mutual communication and cooperation on various issues, and cross-boundary cooperation become very fruitful.

With regard to pushing forward high-quality development, the SAR Government's work is also very eye-catching. In his latest Policy Address, John Lee unveils an ambitious plan of "Competing for Enterprises and Talents".  It has achieved good results in a short time of several months, luring about 2,000 talented researchers in cutting edge science and technology from various places. Universities' talent recruitment programmes have also attracted 400 elites globally. Within a year, 320 enterprises have moved in Hong Kong Science and Technology Parks (HKSTP), up 30 percent from a year before, and of which quite many are unicorns. The SAR Government has also unveiled a development blueprint for innovation and technology, on the basis of expanding the two pillars for scientific and technological researches – the Hong Kong Science Park and Cyberport, a San Tin Technopole development project is launched, making the SAR even more attractive to major enterprises and talents. The SAR Government will also earmark $10 billion to launch a "Research, Academic and Industry Sectors One‑plus Scheme" to provide funding at first for the transformation and realisation of research and development (R&D) outcomes and then for the commercialisation of R&D outcomes. Such boldly aggressive and forward-looking measures provide greater impetus for Hong Kong's high-quality development.

With regard to improving people's livelihood, the SAR Government grasps the nettle and makes progresses. If the problem "where to find land" that has been bothering Hong Kong for so many years is primarily answered by pushing forward the two big projects of Northern Metropolis and East Lantau Metropolis, then the Light Public Housing (LPH) scheme launched by the SAR Government could produce the desired result in the short run, hence is welcomed by the grassroots citizens. As regards fee increases of public utilities such as transport and electricity, the SAR Government upholds the people-oriented principle to minimise citizens' financial burden. On boosting the economy, the SAR Government also keeps launching new initiatives. In particular, the Consumption Voucher Scheme is carried forward to stimulate consumption and revitalise the economy, which also helps to promote Hong Kong's Smart City development.  

The past year is an extraordinary one. The SAR Government has united all social sectors in Hong Kong to overcome difficulties one after another and achieve encouraging successes in various aspects, which are obvious for everyone to see. At the same time, it must be noted that deep-rooted contradictions and problems accumulated over past years in Hong Kong society are still very tough. Various painful and difficult problems remain to be further eased, barriers of vested interests to be further brought down, the pace of Hong Kong's integration into the overall national development must be further quickened, and Hong Kong society's awareness to safeguard national security must be further enhanced. Citizens also have higher expectation for the SAR Government's governance. Advancing to prosperity is an arduous task and the road ahead is long.

Looking forward to the future, the SAR Government must follow the "four hopes" put forward by President Xi to continue improving its governance, keep strengthening the driving forces for development, ease problems troubling people's livelihood in a down-to-earth way, jointly safeguard harmony and stability and break new ground for development, so as to make new contributions to the steadfast and successful implementation of the "one country two systems" principle.
